An application for planning permission is made to the Divisional Planning Office for the area under Article 20 of the 1991 Order. Planning Service will consult on the application with a variety of consultees, including Water Service, Roads Service, Environment and Heritage Service and the Environmental Health section of the local council. It is also obliged to formally consult with the local district council which is done once Planning Service has taken a view on the application and the council is in a position to accept that view or to ask it to reconsider. Planning Service, however, retains the right to make the decision, whatever the council view.
