1. In 2005 the Scottish Government commissioned a survey into the effectiveness of Infrastructure Projects delivered and procured through PPPs. The survey results identified the measures needed to improve PPP/NPD projects. It found that, although operational PPP projects are performing to a high standard, there is a need to improve the preparation which public sector authorities ("Authorities") give to the transition from the procurement to the operational phase. This guidance identifies the areas which Authorities should consider when planning for and setting up their arrangements for contract management.
