Who should read this guidance?

1.3  This guidance is intended for Authorities who are developing their Outline Business Cases (OBC) for capital investment and who are currently undertaking or managing PPP/NPD procurements and projects. It will also be of benefit to Authorities up to financial close of PPP/NPD procurements. Advisers to the Authority and Contractors are also recommended to read this.  It is recommended that Authorities refer to this guidance throughout the procurement, construction and operational periods.
