Planning Staffing for the Construction Period

3.3  The Authority should carefully consider the resources it will require following financial close but prior to the facilities becoming operational. The team is likely to include the following expertise:

Quantity Surveyor/Commercial Manager

control cost and manage contractual interface issues with the Contractor

These skills could be combined with the Project Manager role

FM specialists

aid the transition to operations

Part-time role however, the input will be more intensive over the last few months of construction

These skills could be combined with the Project Manager role

Architect

monitor the build progress/quality of work and manage the fit-out process from the Procuring Authorities perspective

Full-time role depending upon the size and scale of the project

Specialist practitioner in the field of the development (e.g. Health/Education Advisor)

liaise with stakeholder groups; manage the change; and if applicable, ensure that the specialist aspects of the works are moving forward in line with the project and stakeholders objectives

Part-time role depending upon the size and scale of the project

Personnel support

to co-ordinate and manage the TUPE process

Part-time role likely to be required for defined tasks only

ICT resources

to manage the interface between project and Authority systems, and to assist during commissioning

Part-time role with most intensive input towards the end of the construction period

Legal support

to monitor any developments that may impact on the agreed contract

Full-time role depending upon the size and scale of the project
