3.11 Changes arising from Authority requests should be limited as far as possible during the construction process. However, seldom do projects reach completion without Authority driven changes and so there needs to be an appropriate process, reflecting the contractual position, to approve and manage such changes. A suitable contingency budget should be allocated to this. Consideration must also be given to any life cycle and maintenance implications.
