6.3 Both the Authority and the Contractor should identify a senior manager or managers in each organisation who can make key decisions about the project. The relationship between these two individuals will send a signal to each organisation as to how they view each other. It is therefore essential that the relationship is a positive one. The recent CBI report on contract management recommends that "all projects should have a project sponsor at the highest level to provide strategic vision and point of accountability through the whole life of the contract". For strategic decision-making, the Authority is likely to have a Procurement Board leading up to and throughout the construction phase, succeeded by a Strategic Management Group throughout the operations phase. Both will include chief officers of the Authority.
