46.2 The Board shall be entitled to terminate this Agreement at any time on [ ] months' written notice to Project Co. In the event of notice being given by the Board in accordance with this Clause, the Board shall, at any time before the expiration of such notice, be entitled to direct Project Co, where the Works (or any part or parts of the Works) or any Service [or Interim Service] (or any elements of any Service [or Interim Service]) have not been commenced, to refrain from commencing any such Works or Services [or Interim Services] (or to procure the same).
