(A) The NHS Participants have agreed to enter into this Agreement pursuant to the powers conferred upon them by, inter alia, Section 13 of the National Health (Scotland) Act 1978 and Section 36 of the National Health (Scotland) Act 1978 by virtue of article 4(c) of the Functions of Health Boards (Scotland) Order 1991 in order to enable investment in certain Community Services provided by them.
(B) The Local Authority Participants have agreed to enter into this Agreement pursuant to their powers contained in, inter alia, Section 20(1) of the Local Government in Scotland Act 2003 in order to enable investment in certain Community Services provided by them.
(C) The Participants which are Fire Authorities have agreed to enter into this Agreement pursuant to their powers contained in, inter alia, Section 20(1) of the Local Government in Scotland Act 2003 and paragraph 2(1) of Schedule 1 of the Fire (Scotland) Act 2005 in order to enable investment in certain Community Services provided by them.
(D) The Participants which are Police Boards have agreed to enter into this Agreement pursuant to their powers contained in, inter alia, Section 20(1) of the Local Government in Scotland Act 2003 in order to enable investment in certain Community Services provided by them.
(E) The Scottish Ambulance Service has agreed to enter into this Agreement pursuant to the powers conferred upon it by, inter alia, Sections 13 and 36 of the National Health (Scotland) Act 1978 by virtue of Schedule 1 and article 4(2)(c) of the Scottish Ambulance Service Board Order 1999 respectively, in order to enable investment in certain Community Services provided by it.

(G) This Agreement establishes the long-term strategic partnering between hubco and the Participants relating, inter alia, to the delivery of improved Community Services in the Territory.
