Section 2 - Updated TDP

The TDP shall be updated to take due account of strategic issues affecting service delivery, including workforce planning, service reconfiguration between acute, intermediate and primary health care, as well as information management and technology. 

Each Community Planning Partnership shall produce a draft local plan (covering the relevant area within the Territory) following input from hubco in accordance with paragraph 2.1 of Schedule Part 5 (Approval Process for New Project) not later than twelve (12) months after the Commencement Date, and annually thereafter.

Each Local Authority Participant shall use reasonable endeavours to procure that the timetable for production of draft local plans from each of their Community Planning Partnerships is harmonised.

Following receipt of updated draft local plans, hubco shall prepare a draft TDP for submission to the TPB in accordance with Clause 14.4 taking into account the draft local plans and in accordance with Clause 8 (Services Obligations) and Schedule Part 3 (Partnering Services). The draft TDP shall indentify proposed Qualifying Projects.

Where such Qualifying Projects do not fall within paragraphs (a) or (b) of the definition thereof, no such project shall be included within the TDP without the express written consent of the relevant Affected Participant(s) (which shall be provided to the TPB). Such consent will be subject to applicable Law prevailing at the relevant time and applicable procurement rules and guidance.
