4.1  The Construction Programme

The Contractor must provide to the Board a construction programme which is sufficiently detailed to enable the Board to ensure construction is proceeding as planned. The Board can demand a revised construction programme if the actual programme has fallen significantly behind schedule and details of any steps proposed to eliminate or reduce delay. However, since the Contractor receives no payment until the Services begin, there is a powerful incentive to ensure that the Facilities are completed on time regardless of what is in the Construction Programme.
