The Contractor does not receive payment from the Board until the Facilities are complete and the services start to be provided. Thereafter, it will be paid a Monthly Service Payment (or what is sometimes know as a unitary charge) until the end of the Contract.
Underlying the Payment Mechanism (Part 18 of the Schedule) is the philosophy that if the Contractor fails to provide any services, they shall not receive any payment i.e. no service, no fee. The aim is to incentivise the Contractor to perform the Contract properly and ensure that the Board is not paying for a service it is not getting.
