If all services commence at the same time, the Service Payment is paid when the facility is fully operational. If the services are to be made available through a phased development, payment is in proportion to reflect each phase as it becomes operational.
The Service Payment is indexed (increased to reflect price inflation) each year, usually using a calculation linked to the Retail Price Index.
