The Contract places responsibility on the Contractor to complete the buildings on time and, until buildings are completed, it will not receive any payment. However, there are some events which delay the works and which are outside the Contractor's control for which it would not be reasonable for the Contractor to take the whole, or any of the risk for. These events are referred to in the Contract as Delay Events.
