Where the Delay Event is the Board's "fault" then the Contractor may also be entitled to some compensation. This will be calculated on the "no better no worse" principle. That is, any expenses incurred by the Contractor must be reimbursed by the Board so the Contractor is in as good a financial position as if the Delay Event had not occurred. The Contractor is therefore entitled to Time and Money.
