The federal government distributes funds to the states to be implemented "locally". Additionally, emphasis on particular infrastructure sectors has a lot to do with goals of the current administration. The Obama administration has put a premium on transit programs. Therefore, more money for transportation infrastructure will potentially be heading for regional and municipal transit programs than for roads.
