5. Exclusive Rights

The Government should consider providing exclusive rights to certain private companies. Government agencies are hesitant to give full and exclusive rights to private companies because of the idea that the public good is served by making certain products and services generally available to all. In certain public-private partnership situations, however, it might be advantageous for the government, and taxpayers, to convey exclusive rights. For example, for certain intelligent transportation systems services, some exclusivity may be in order.[362]
