The lack of experience with public-private partnerships and the amount of effort it takes for a State to explore them has led some to suggest that Congress establish a pilot project program to demonstrate the effectiveness of public-private partnerships as a way to reduce costs and speed project delivery for certain types of capital projects.[370]
