The Output Specification must define what the Authority's works requirements are in relation to civil, mechanical and engineering works.
The scope of the works shall include the securing of necessary consents and authorisations for the works and the finance, design, construction and commissioning of new Facilities and, where relevant, the refurbishment of existing facilities that are required for the receipt, handling, storage, transportation, treatment and disposal of all Contract Waste.
