Method Statements provided as part of the Detailed Solution submissions will demonstrate how the services are to be provided and delivered to the required standards. The technical evaluation and due diligence process will need to appraise the bidders’ solutions and responses, and the Authority will need to assess the extent to which any aspects of the Method Statements should be incorporated into the Output Specification.
There will undoubtedly be aspects of the Output Specification that need negotiation during the final stages of the competitive dialogue process. Meetings with the bidders are therefore vital to clarify requirements of the Output Specification. Such meetings are a useful way of ensuring that bidders address Output Specification-related issues in the right level of detail and in a way that minimises the need for discussion after the Call for Final Tenders. Any changes to the Output Specification as a result of the meetings must be made available to all bidders.
