As part of the bidders’ responses to the ISDS, the Authority should seek details of the bidders’ solutions for performance monitoring and quality management in order to demonstrate how the delivery and continuity of services are expected to be achieved over the life of the Contract and fulfil the requirements of the Output Specification. Ultimately, the onus should be on the Contractor to develop a self-monitoring system, with the Authority requirement being for exception reporting and the audit and inspection of such arrangements.
