Any bidder mark-up of the Output Specification will have to be assessed set alongside the technical solution being offered. At this stage this is a comparative assessment between the remaining bidders in order to reach the judgement on value for money. Any discussions with bidders must be limited to clarification and fine tuning of the bids.
