2.1.3 Public Expenditure should be a reflection of national, regional and local strategy as reflected in Programmes for Government and in numerous policies, strategy documents, and statutes. NHSScotland bodies have Local Delivery Plans that spell out the outputs that they are to deliver in pursuit of these strategic aims.
2.1.4 Appraisal and evaluation reports should begin by explaining the strategic relevance of the proposed policy, programme or project. For example, they should indicate the particular strategic aims and objectives to which it will contribute, and explain specifically how it is expected to contribute to them. Reference should be made to the relevant statutes or strategy or policy documents. Explicit reference should be made to the link between the project being developed and the Scottish Government's Strategic Objectives.
