1.2  Appointment of the Commissioning Manager

1.2.1 For very large/ complex projects it may be necessary to appoint a Senior Commissioning Project Manager to co-ordinate the activities of a team of Commissioning Managers on behalf of the Project Development Manager and whose duties might include the following:

•  Overall Master Programme of moves

•  Defining the commissioning process

•  Defining the decommissioning process

•  Facilitation of change

•  Establishing training needs/ensuring met including new systems

•  Risk identification and management

•  Stakeholder engagement/communication with

•  Communication Plan

•  Management of commissioning budget

•  Management of decommissioning budget

•  Management of Transition process including snagging

1.2.2  This guidance has been drafted on the basis that the Commissioning Manager will report to the Project Director. NHSScotland Bodies will require to adjust the roles and responsibilities described if an alternative organisational structure is to be put in place.

1.2.3  The Commissioning Manager will be a senior manager within the NHSScotland Body. In practice, the Commissioning Manager may either an existing employee, be specifically recruited or be a secondee for the period of the commissioning process.

1.2.4  The size of the project may require the Commissioning Manager to have a number of commissioning support teams. It is important that appropriate workforce planning is undertaken to address the needs of staff at the end of the commissioning period.

1.2.5  Given the complexity and scale of the commissioning process, the range of stakeholder relationships that require to be established and maintained and the organisational change that needs to be managed, it is essential that adequate administrative and secretarial support is given to the Commissioning Manager.
