2.2  Effects of Different Procurement Methods

2.2.1  The selection of the contract procurement strategy will have an effect on the commissioning process although most procurement strategies will not

greatly affect the work of the commissioning team.  However, 'design and build' and PPP will procurements will.

2.2.2  An outline brief and performance specification for the scheme will have been given to the contractor for his or her design team to develop into a full design. While the detailed brief is being discussed and agreed with the users, building works will have begun.

2.2.3  The Commissioning Manager needs to be appointed and the commissioning team established at the time of letting of the contract. This allows the staff involved in the commissioning of the facility to be aware of the design decisions and thinking behind the project. This requirement should be clearly set out in the Full Business case. Early appointment also assists with continuity throughout the life of a project as loss of corporate memory can adversely affect delivery of the project.

2.2.4  The commissioning team will need to interpret the agreed brief (which will have been developed earlier). By appointing the commissioning staff earlier and involving them in the design process, a smooth handover from briefing to commissioning can be effected.
