3.4.1 The assumptions underpinning the Full Business Case (which will have been approved prior to contract signature), should be reviewed during the overall commissioning process. This process of reconfirming the business objectives of the NHSScotland Body should form an integral part of the wider processes of service planning and support subsequent Post Project Evaluation of time, cost and quality.
3.4.2 It will be the responsibility of the Project Owner to ensure that it is undertaken and the Project Director, through the Commissioning Manager and the commissioning team, will be responsible for monitoring and delivering these objectives.
3.4.3 During the implementation of larger schemes, it is possible that changes in national, regional or local policies may trigger changes to the functional content of the scheme. The effects of such changes should be fully explored, quantified and reported by the commissioning working group(s). Any resulting changes should be managed through agreed project change control processes.
