3.19 Site Visits

3.19.1 Visits to the contractor's site must be carefully controlled throughout the duration of the contract. Users should not enter the site without the explicit agreement of the Project Manager and the contractor: the site is technically and contractually in the ownership of the contractor. Health and safety of staff making visits is essential. Commissioning staff should be trained on H&S procedures on site and there should be strict protocols applied to 'the conduct of staff'.

3.19.2 Site visits should be possible as the facility comes closer to completion although in some cases areas are "locked down" prior to handover to avoid mess/deterioration of final state etc. Visits should be planned and agreed with the contractor well in advance. Requests for visits should normally be channelled through the Project Director and then the Project Manager.

3.19.3 Upon handover, the contractor should observe the same procedure for any workers on the site, or for site visits which , the contractor may wish to make. It is easy to underestimate the number of people who will wish to visit the facility during the commissioning period. Strict management of third party contractors is essential. All should have permission to work.
