2.2  Waste Growth

The amount of residual waste tonnages to be managed in the future will be a function of:

a)  future growth in total Municipal Solid Waste (MSW) - taking account of local population growth, housing growth and impact of national and local waste minimisation initiatives; and

b)  the (pre-residual treatment) recycling rate7 achieved by the Authority in the relevant period.

Waste flow modelling should include the whole of the Authority's municipal waste stream. The growth forecast should be consistent with assumptions made in the MWMS and the waste elements of the LDF and applicable Regional Spatial Strategy (RSS), updated as necessary to reflect any changes since adoption of these documents.

The relevant housing/population growth projections in the Development Plan Documents (DPD) are unlikely to cover a 25 or 30 year period and hence it is important that the Authority should be explicit in what it considers a prudent assumption for any period not covered by the DPD.
