Once the total MSW arising has been determined the Authority needs to take account of the recycling activities carried out before the residual waste treatment.
For a PFI OBC the Authority must demonstrate that it has credible plans and strategies in place to deliver the recycling infrastructure required to achieve at least the Waste Strategy for England 2007 (WS2007) recycling targets. Authorities that are already well placed to meet these targets will be challenged to show whether they can go beyond the WS2007 targets
This will allow the cost of residual waste treatment to be considered in the context of the total waste management cost. From such modelling it is possible to extract the waste flow associated with the residual waste treatment plant and to look at the cost of this treatment in the context of the overall cost of waste management.
