In assessing the deliverability of different technology options the Authority should take account of the development status of the technology by considering the following:
• Is it commercially proven?
• At what scale does it operate?
• How many reference plants are there?
• Does it treat MSW of the composition and tonnage that the Authority produces?
• Has the technology demonstrated high continuous operational availability over a period of twelve months to treat MSW of the composition and tonnage applicable?
• Has it been demonstrated to meet applicable environmental standards?
• What outputs does it produce? What are the end destinations of these outputs? Do the outputs have a value or are they a liability?
The Authority should also consider whether the technology option impacts on the likelihood of securing planning consent for the facility.
