It is recommended that cost should not be scored. It is more transparent for the actual FEC to be presented alongside the outcome of the second element of the appraisal. This allows the relevant decision makers to understand exactly how much costs vary between options and to see how much additional cost or saving may result from a decision to approve one option rather than another.
