The number of options to consider in detail will be dictated by the resource (budget and time) that the Authority has available. The Authority will need to strike a balance between consideration of only a few options and at the other extreme the consideration of so many options as to complicate the assessment and delay the decision making process.
A two stage process involving a long and then a short list can be used to allow resources to be focussed on the most credible options.
