7.4 Typical Options to Include

For an OBC for a privately financed residual waste treatment project there are a number of commercially proven technologies that should be considered in the options appraisal. These are:

• Direct thermal treatment of waste;

• Mechanical pre-treatment of waste followed by thermal treatment;

• Mechanical pre-treatment of waste followed by biological treatment and landfill of residue (i.e. biostabilisation); and

• Mechanical pre-treatment of waste followed by biological and thermal treatment.

There are numerous variations to these core options that the Authority may wish to consider. However when considering whether to include relatively similar variants the Authority should always consider whether the data available and the scoring methodology will result in any differentiation in the scores. For example experience has shown that most types of thermal treatment tend to attract similar scores and costings and there is little advantage in including more than one such option in the appraisal.
