2.3 Joint working can be very informal. It can involve approaches such as operational collaboration at officer level or agreed alignment of approaches and policies across a group of authorities, perhaps supported by a Memorandum of Understanding ("MoU") which does not legally bind the participating authorities and relies on goodwill and political co-operation.
2.4 WIDP has prepared a pro-forma MoU which provides a basis for authorities to develop their own project specific MoUs.
