2.14  A number of authorities have explored the establishment of a wholly owned local authority company or partnership which could then provide waste services back to the participating authorities and provide a "neutral" home for waste staff and a vehicle to enter contracts with the private sector. The entity could be a company limited by shares or guarantee or another form of vehicle, such as a Limited Liability Partnership.
