4.2 The advantage of a Joint Committee is that it comprises members from each of the participating authorities and, within the powers delegated to it by each authority, can then take a decision on behalf of each of the participating authorities. So the decision is taken once, by the Joint Committee, and is binding on each participating authority, rather than being taken separately in each participating authority. This can speed up decision-making and eliminate the scope for different authorities taking conflicting decisions.
