Who, in each local authority, takes the decision?

4.6  Within each authority, the powers to decide to set up a Joint Committee, to appoint the authority's members to it, and to delegate particular powers to it, rest with the members within that authority who would be responsible for discharging the particular powers if they were not to be delegated to the Joint Committee.

4.7  By statute, local authority functions are divided into "executive functions" which rest with the Cabinet, and "non-executive functions" which rest with full Council.4 "Executive functions" cover broadly all functions which an authority undertakes other than significant decisions relating to budgets and overall policies and those of a regulatory or quasi-judicial nature e.g. determination of planning applications.
