Delegation of Executive Functions

4.8  Executive functions can only be exercised within the budget and strategic policy framework set by Council, and any proposed decision which is or is likely to result in a liability in excess of that authority's approved budget or is contrary to that authority's strategic policy framework must be referred to full Council for decision. So, where the intention is that the Joint Committee will exercise Cabinet (executive) functions, it is only the Cabinet (or a Cabinet Member if the powers have previously been delegated to that Cabinet Member) which can decide to set up the Joint Committee, decide what functions and powers will be delegated to the Joint Committee, and appoint the authority's representatives on the Joint Committee.
