4.10 Where the Joint Committee is intended to carry out a combination of executive and non-executive functions, the decision to set up the Joint Committee must be taken by Council, but both Council and the Cabinet must each resolve to delegate their particular functions to the Joint Committee, and it is the Council which appoints the authority's representatives on the Joint Committee.
