4.25 No. A delegation can be revoked or amended at any time by the person or body which made the initial delegation of powers to the Joint Committee. The delegation can also be expressed in terms which reserve certain decisions to the person or body which made that delegation, for example, reserving to the Cabinet of each authority the approval of the Outline Business Case ("OBC") for the project, so they can refuse to take the project forward if it is going to be unaffordable.10
Further, where a local authority has delegated powers to a Joint Committee, it does not prevent the authority from exercising those powers. Such an action would be counter to both the spirit of joint working and consequences of such action would be detailed in the IAA but the power to do so remains.
