4.31  Similarly, the Joint Committee cannot own land in its own name, so all land has to be owned by at least one of the constituent authorities. The Joint Committee can make a decision on behalf of a constituent authority to buy or sell a particular site, and to make it available on particular terms to the joint project. But the property will actually be owned, and bought and sold, by at least one of the constituent authorities, normally with each constituent authority being responsible for the land within its own area.
