4.32 Where only executive functions have been delegated to the Joint Committee, it operates as a Committee of the Executives of the constituent authorities, which means that it operates under the more relaxed Executive Decision Procedure Rules. This means that it does need to publish a Forward Plan of anticipated Key Decisions11 and that it only needs to hold meetings in public if it is taking a Key Decision. Hence, the Joint Committee can proceed with many of the operational decisions without the need for a public meeting.
4.33 Where the Joint Committee has non-executive functions delegated to it, even if it also discharges executive functions, it operates as a Committee of the Councils, and it must therefore hold all meetings in public unless it is considering confidential or exempt information and excludes the press and public.12
