4.39.1 Each constituent authority will continue to approve, at full Council, its annual Budget and its Strategic Policy Framework. If the Joint Committee wishes to take an executive decision which has an impact within the area of any of the constituent authorities, it can only do so if that proposed decision is in accordance with and not contrary to that authority's approved Budget, and is not contrary to that authority's Strategic Policy Framework. Where the proposed decision would be a "departure" from the Budget or Policy, the Joint Committee cannot take that proposed decision, but must recommend the matter to the authority's full Council for approval.
