4.39.2 The Joint Committee cannot approve its own budget, own its own land or employ its own staff, but relies on each participating authority for this purpose. So an authority can refuse to provide funding, staff or land for the joint project. However, note that it is customary for each authority to bind itself in the IAA to provide such necessary budget, land and staff for the project.
