Do the full arrangements for a Joint Committee need to be set up at the start?

4.43  One of the advantages of a Joint Committee is that it can be set up initially with limited powers, and then further powers can be delegated to it as it progresses the project. Indeed, where the Joint Committee contains all the relevant members, it may be that the constituent authorities would wish to set the Joint Committee additional tasks and projects, and give it appropriate delegated powers to progress those additional tasks.

4.44  In practice, Joint Committees are given wide delegated powers to progress the project, but certain specified decisions are reserved for the constituent authorities, so that the joint Committee cannot go beyond certain points without coming back to the constituent authorities for approval.
