4.50 Identify the possible joint project and agree in principle to work with the other authorities to explore the potential for joint working.
4.51 Examine WS2007 and the Defra Criteria for Securing Waste PFI Credits (August 2007) and consider whether the authorities could benefit from any of the advantages of joint working described in these publications.
4.52 Each authority would then instruct their officers to work with the officers of the other participating authorities to work up a business case, defining the possible joint project and demonstrating the advantages of joint working.
4.53 If the business case shows that there are real advantages to joint working on the project, then each authority should instruct its officers to work with the officer of the other participating authorities to prepare a project proposal, for separate approval by each participating authority. The project proposal should:
• Define the joint project;
• Set out appropriate management arrangements at member level, such as a Joint Committee;
• Set out the draft constitution for the Joint Committee, including its composition and delegated powers;
• Set out appropriate management arrangements at officer level, in terms of a joint project team to implement the project on the instructions of the Joint Committee; and
• Define a draft IAA in which each authority would define its continuing commitment to the joint project.
4.54 The project proposal would then be considered by the appropriate part of each participating authority.
4.55 The progress of the joint project and its management arrangements should be reviewed periodically, and any appropriate changes should be recommend to each participating authority.
