5  Lead Authorities

5.1  As explained above, lead authorities will virtually always be part of Joint Committee arrangements. This is because a key feature of a Joint Committee model is that the Joint Committee is not itself a legal entity and cannot therefore employ staff, own land or enter contracts.

5.2  This means that, in order for the wishes and decisions of the Joint Committee to be put into effect, it needs a vehicle to carry out these functions. The most usual approach is for one of the participating authorities to become the lead authority.
