6.5 The Order may also deal with the subsequent abolition of the JWA, by enabling the constituent local authorities to request the Secretary of State, if he is of the opinion that it is necessary, to require the JWA to submit a scheme for its winding-up and for the transfer of its functions, property, staff, rights, assets and liabilities to the relevant local authorities. The Secretary of State may only exercise these powers where all constituent authorities request that he does so, or when he considers it necessary to do so.
