6.16 The JWA Constitution should contain a clear decision making structure that enables decisions to be made effectively and by the appropriate person. The following are some examples of how this decision making framework can be arranged. Constituent authorities may choose to:
• Establish a Policy and Executive Committee to which a number of decisions will be delegated in order to ensure effective, practical working arrangements;
• Set out provisions that ensure that the JWA, as a full body, must approve its budget and strategic planning framework;
• Establish an Audit, Performance and Scrutiny Committee;
• Ensure that the meetings of the JWA as a body and of its Committees are subject to the Access to Information provisions of the Local Government Act 1972;18
• Identify certain decisions for which a unanimous decision will be needed; and/or
• Consider key legal aspect of the decision making process such as the scheme of delegations that will be set out in the Constitution and the scope of the delegated authority to officers.
