Introduction

A.  In Appendix One the two leading models for the delivery of waste arrangements through joint working were explored (i.e. a Joint Committee usually accompanied by a lead authority arrangement and the new statutory Joint Waste Authority).

B.  This Appendix Two sets out the full range of joint working options for local authorities so that the leading options can be put in context and so that the whole landscape of possible ways of joint working can be explored.

C.  In Part 2 of this guidance, the broad approaches which are generally encompassed by the term "joint working" were described as follows:

•  Informal joint working between authorities;

•  Administrative/contractual joint working between authorities; and

•  New legal entity set up by authorities.
