1.  Informal co-operation

1.1 Authorities may co-operate informally, without entering any contract or establishing any new corporate entity. Thus, they may decide that it would be beneficial if they each adopted similar waste collection regimes, or undertook parallel procurements of waste collection contractors, in the hope that one contractor might offer each authority a more beneficial contract price if he were able to secure two or more such contracts. In such a model, there may be informal discussion, but each authority takes its own independent decision in the light of such discussion. Such an arrangement is extremely easy to set up and is very flexible.
